Tumwater Hill Elementary experiences congestion and driver confusion on-site during student pick-up and drop-off periods. The Tumwater School District (TSD) asked SCJ to conduct a site circulation study to evaluate the problems and identify a range of potential solutions.  Working with TSD staff, SCJ identified a number of options that would improve circulation, including cuing changes, redirection of traffic flow and even a new access point.
