SCJ partnered with the Lewis County Economic Development Council (EDC) to identify potential opportunities to enhance the streetscapes of Toledo and Packwood, primarily along the state highways that pass through each community. After conducting an analysis of existing land use and infrastructure projects and meeting with stakeholders to clarify the community vision, SCJ created graphic renderings and planning-level cost estimates that included new streetscape treatments, parking recommendations, traffic calming safety improvements, and pedestrian and ADA enhancements.
