SCJ was tasked by the City of Quincy to identify transportation issues caused by residential, industrial, and highway growth. In addition to growth, city transportation suffers from many geometric challenges and high agricultural usage. SCJ was able to develop concept solutions by gathering traffic count data, developing forecasted traffic modeling, identifying intersection level-of-service, classification designations, consistency with their non-motorized plan, and opportunities with industrial needs. The study provided solutions, opportunities, and cost estimation to guide the upcoming City’s Comprehensive Plan Transportation Element update.
