The City of Liberty Lake engaged SCJ to develop a Parks and Recreation Master Plan that meets compliance requirements while setting a clear path toward future grant funding. The plan is structured to be implementation-ready and responsive to community values, current trends, and future needs, strongly emphasizing usability and aligning with the City’s broader planning goals. To achieve this, SCJ led an extensive community engagement process that included stakeholder interviews, interactive pop-up workshops, and online surveys. The project included a comprehensive inventory and assessment of Liberty Lake’s parks system, recreational programs, and public art, along with policy recommendations to support long-term growth and recreational vitality.
