SCJ led the new subarea plan to implement the comprehensive vision for a mixed-use reinvestment in Lacey’s developed central area. The project included a close investigation of transportation and economic systems, suggesting strategies to reshape the arterial network and land use pattern to reinforce community identity, create new housing development opportunities, and build on the community’s nearby institutional assets and natural features. SCJ managed the project and made presentations to the public, planning commission, and City Council, generating broad community support for the eventual strategic plan. It was incorporated into the City’s comprehensive plan, on schedule, and within budget, enjoying consensus support at all levels. Lacey’s Plan used our storefront studio concept to incorporate participant suggestions into an overall urban design, transportation, and economic development strategy. Material developed during the studio found its way into the plan, underpinning strategic recommendations and referencing a process the community remembers.
