Borst Avenue is the primary vehicle and pedestrian route between Centralia High School and Centralia Middle School. It was a 30 mph, two-lane roadway with narrow shoulders, no curb, no gutter or sidewalk, no stormwater improvements, and without adequate street lighting. Hundreds of students walked or drove on the roadway every school day. Many previous attempts by the City of Centralia and Lewis County to construct a sidewalk on the roadway had come up short in the 50 years since the high school was built. Lewis County selected SCJ to conduct an alternatives analysis to construct a sidewalk and identify potential funding sources for the project. SCJ held multiple public outreach meetings, presented preferred alternatives to the County Commissioners, and coordinated a partnership between the City of Centralia and Lewis County to pursue WA State Transportation Improvement Board (TIB) funds. The preferred alternative included two 11.5-foot travel lanes, continuous rain gardens, new street lighting, and a separated 10-foot mixed-use concrete path.
