SCJ developed a Design Report for roadway improvements along a 2.5-mile county corridor leading to the Angel of the Winds Casino. The initial task for the Tribe was to identify alternative methods to upgrade the roadway to current standards and improve safety. The report detailed solutions, environmental constraints, right of way restrictions, and cost estimates. A direct result included an accelerated design for converting 35th Avenue NE into a half-street urban boulevard with curb and gutter, sidewalk, and pedestrian amenities along the frontage of the Angel of the Winds Casino property. SCJ led the communication and partnership with Snohomish County, which was instrumental in designing, permitting, and awarding a contract within three months. The project also required extensive communication with several utility companies to underground all utilities. Due to an economical bid price and project construction ahead of schedule, the Tribe was able to advance a second phase of the project and construct an additional 600 feet of frontage improvements for the Tribe’s administration in the same construction season along 236th Street NE.
