Dream Big, Plan Smart: Visionary PROS Planning, Practical CIPs

Communities across Washington rely on Parks, Recreation, and Open Space (PROS) Plans to guide investments and secure competitive grant funding. However, many plans fall short by either creating broad, un-actionable policies or overly prescriptive details that limit flexibility. This session explores lessons learned in striking the right balance. We will discuss how well-crafted policies provide a strong framework to justify investments, while adaptable Capital Improvement Programs (CIPs), grounded in community values and realistic costs, ensure projects are fundable and ready for implementation. Drawing on a consultant's experience and an RCO grant manager's perspective, attendees will gain practical strategies for shaping their next PROS Plan into a visionary roadmap that also serves as a competitive tool for securing funding. The session will highlight how to create a "living document" that adapts to evolving community needs and new opportunities.
