Transforming Sites into Retail Attractions

WinCo On Call_HCreativity may not be the first attribute that comes to mind when describing an engineer, but it takes a great deal when designing a retail site. SCJ’s approach of – Anticipate ~ Envision ~ Create – helps developers get the most out of their investment.

“What started as an empty 10-acre lot transformed into auto and truck refueling stations, overnight truck parking, a convenience market and restaurants at Love’s Travel Stop in Napavine, Wash.,” shared Brandon Johnson, SCJ’s civil engineering manager said.

SCJ has acted as the Engineer of Record on Love’s stores throughout the western United States and is currently working an $18 million hotel and travel center for Love’s in Washington’s wine country.

“We’ve also ushered dozens of WinCo Foods shopping centers from conception to reality,” said Brandon.

SCJ engineers have provided the national retailer with services including project coordination, site and roadway design, traffic analysis, storm water management, entitlements, environmental documentation, pedestrian facilities, illumination, utilities and construction management.

A 15-acre commercial development in Henderson, Nev.Toyota of Olympia Tumwater 1 is anchored by WinCo Foods and includes a Wendy’s, Popeye’s and Chase Bank. SCJ managed the project through entitlements, including a zoning change and a land use variance to allow WinCo to operate 24 hours a day, and designed construction documents, outparcel infrastructure, street-widening and improvements to traffic signals.

Over the course of our extensive partnership with WinCo we helped transform a four-lot commercial development in Gilbert, Ariz. (previously a car dealership) and a store in Bremerton, Wash., former naval housing.

At Eagles Landing in Elma, Wash., SCJ helped develop nearly 10 acres of land into six commercial building lots, ready to sell.

About 30 minutes from there, on 27 acres in Tumwater, SCJ is helping bring a Toyota dealership to the city and at the same time, alleviate nearby traffic woes. The complete plan involves a full commercial phase, road improvements and low impact stormwater solutions including rain gardens and an underground filtration system.

For more than a decade, staff at SCJ has been working with Amoroso Development Company out of Los Angeles to create Briggs Village, a 137-acre, mixed-use planned community in Olympia, Wash. Since 2003, SCJ staff have has assisted with master planning, construction projects, permitting and zoning. Services included the design of master plan infrastructure, including roads and utilities, as well as site-specific engineering design for housing, an arboretum, a grocery store and a variety of other retail uses.

In addition to the building itself, it included the associated landscaping, Play Place and parking lot. The project is in its final stages now, and we’re already in the middle of design for another McDonald’s in Albany, Ore.
