Predictability for all parties involved was the result of SCJ Alliance preparing draft and final Planned Action Environmental Impact Statement (EIS) for seven properties at the east portion of Yelm.

The planned action process streamlines permitting by anticipating the types of development and providing the State Environment Policy Act (SEPA) review early in the process.

The project impacts are evaluated under the Planned Action EIS and when a proposal is brought to the City for review, the project SEPA review is already completed (provided the project meets the anticipated development parameters).

This process provides predictability for site development and for the developer. As part of the process, SCJ staff also prepared the Draft Planned Action Ordinance for the City of Yelm.
