This community of over 22,000 people, at the western edge of the Portland Metropolitan area, entrusted SCJ Alliance to prepare their Transportation System Plan (TSP) Update.

The City of Forest Grove had two main objectives for their plan: 1) Update the prior TSP to conform to new provisions contained in Regional Transportation Plan, Regional Transportation Functional Plan, and Urban Growth Management Functional Plan as needed; and 2) Assess potential transportation impacts associated with the land use alternatives considered as part of a concurrent update to the Forest Grove Comprehensive Plan.
