The City of Chelan has been experiencing significant growth over the past several years. This growth and projected increase in residential and commercial uses will have a dramatic impact on the City’s existing transportation facilities. SCJ prepared an update to the City’s transportation plan, which included an updated transportation project list.

We worked with the City to develop a city-wide traffic impact fee program. As the first step, a travel demand traffic model of the City’s transportation network was prepared and used to identify the needed transportation improvements and system priorities for the next 20-year period. The transportation project list of the City’s Transportation Plan and Capital Facilities Plan was updated and used in the development of a city-wide TIF program. SCJ assisted the City with the preparation of a draft TIF ordinance and provided support through the City adoption process to implement the traffic impact fee rate structure.
