SR 410/Main Street/Sky Island Drive intersection is a major intersection constrained by geographic and built-environment challenges. Anticipating continuing development, the city pursued an ultimate intersection configuration instead of waiting for the varying temporary fixes they could implement through SEPA traffic mitigation. Preliminary engineering was provided to define the scope of intersection improvements and gain WSDOT approval. However, because funds were limited, the city decided to defer the improvements.

Then a developer proposed a new medical office building at the intersection that generated mitigation fees sufficient to construct the ultimate intersection design. Suddenly there was great urgency to get the project to construction. Fast-tracked final design was completed, including pavement inlays and widening, sidewalks and access ramps, a traffic signal, stormwater and Schedule 74 utility undergrounding. In addition to all the design work, SCJ also took care of cost estimation and WSDOT coordination.
